As someone who is against both TPLF and PP, they both are guilty. The first guilt is with PP who bragged "No mercy, No negotiations, War until victory" side and continued war by collaborating with neighboring countries' n regional forces' militia until putting citizens in unwanted massacres.
The second guilty is TPLF declaring war to neighboring areas in the name of protecting their region. That is incorrect.
If I put the balance of guiltiness of both, PP will weighs much for breaking current constitution. If you ask how,
1- according to Federalism, the superior rule is with Regional state. But PP broke this one and by blocking budget in first place.
2- First of all, the statement "No mercy" shouldn't have existed. This is federal state, negotiations will come first.
3- The speech that he said "ወልቃይት ጠገዴ ዳንሻ ሁመራ ከተከዚ ወዲህ የበጌምድር እንጂ የትግራይ አይደለም" the word that he shouldn't say (Maybe it is 'Yes' or 'No', it is none of my business). Whether it is or not, it is once legally approved by House of Federation and must be cancelled by HoF itself or Zonal election. As the region of Tigray is still in Ethiopia, Prime Minister shouldn't take sides.
The worst thing now happening is, unlawfully, Federal Government is sending Oromia and Sidamo Special forces to Tigray which is out of Federal constitution.
