You'll need to go to the police station and tell them you lost your ID, you tell them where you lost it, if you didn't lose it in the area the station is they won't help you so just lie and say you lost it around there then you'll need to pay like 10birr at the station for that. Anyway you take the piece of paper they give you and 2 photographs to the kebele/woreda your file is hopefully early in the morning so they can treat you properly🙄, and that should be it.
