For Ethiopian student who has learnt the national curriculum and with no exam like sat,can he or she apply for scholarships in foreign universities? Is it reliable?

Actually taking sat exam is more beneficial so as to apply for most college and unv.. but there are few college that do not required SAT or TOEFL.....
