Download a little software (more of a script, really) called konboot and put it on a thumb drive plug it in and restart with it still plugged in. Ps: works only for win8.1 and less

Boot in safe mode(press some f key while booting) log in as administrator then change it

Burn windows os into a flash drive and fix it by booting from that drive. Google it..there are tons of articles
