Okay, it might be virus. So try to install a good antivirus and clean your computer. You can remove internet explorer from computer by using Turn On/Off Windows Features. Use the latest google Chrome browser. Try to remove new/ unknowns programs from your PC using the control panel. If not, format your C drive by keeping your files on another partition. Good luck.
