Good and bad isn't an objective term and needs further clarification from an Ethical/philosophical standpoint it, inother words your definition of good and bad is just one out of many moral viewpoints and the answer depends upon which moral philosophy you follow.

None of the so called bad people were born that way. Being bad isn't in the genes or blood, some life situation made us what we are. So instead of trying to wipe out the bad people; if the world was made a better place to live in, we would't have them in the first place.
