It depends how close you are with her if you want to tell her like for e.g if you have never met in person and it's only texting till now don't do it. But if you know her in person or went out with her before then meet up with her wait for the right time, mention something you like about her and tell her you like her. I think saying you love her first is moving too fast for a woman.
