Its the ram if it is under 4Gb try increasing it it 8 and above

You should open task manager and go to startups and disable the startups you don’t use and everything should run smoothly

If you have a proper antivirus try to scan for malware and other dangerous programs, and also clean unneccesary junky files, remove useless programs and softwares that you won't use and take a good care of your pc,

When Pc boots , start up your what ever u see on ur desktop is brought from Hard disk to Random Access Memory (whats on desktop is whats on RAM) so if your desktop doesn't occupies few icons, file, it will slow to death your starting of ur Pc move files to Local D Second one Open up ctr+shift+ Esc will lead you to task bar by that on the startup Tab you can End , Stop softwares you dont need that way speedy Starting up can be attained. On software side Uninstall all an wanted programs Update drivers and windows If possible do reinstall windows On hardware side Add more ram

When you say pc if you are referring to the desktop one I suggest buying an nvme ssd and moving ur OS there.
