PRIORITY!! That same amount of money would’ve been enough to build a necessity ( like a school or a hospital or an industry park) or a “money-generating” project. Also there are issues with decentralizing and diversifying all that fund . Like building the same project in different areas of the country or using that money to build a different type of project in the capital. Also let’s be honest no tourist leaves their luxurious country to visit another “luxury” place in a 3rd world country.
