I haven't used a Safaricom SIM for almost a year, I'm telling you this info Incase it's not outdated. So when you buy a SIM card from Safaricom and you stop using it for more than 6 months, then it gets recycled. Meaning it gets deleted then it becomes available for whoever buys a new SIM. You can go ask them to check if that number is still available and if you're lucky, you can ask for that same number and buy is as new SIM

Make sure that you if you are owner first then if it'' yours recharge balance through mobile banking this is the reason yuo can't use the service if you dont use it for 1 year after you purchase the sim become dormant then they sell your number for another customer.

you have to go to the safari office or branch and they will help you out there, you can't do anything by your self.
