Definitely. Religion is not the only source of morality. In fact many would argue that it is culture and interactions with our environment that influences the guidelines we put in our religions. If you consider this view God or religion provide just an organized set of moral principles in a formal sense and act as an institution to enforce it, they are not really the root source of those principles. Like why do you not steal? Is it cause it is law of a state or sth deeper?
