It's likely that your acc has been locked due to "unhealthy" transactions u made in the past (Like in any of your past transactions' descriptions if you had "Bianance" or something), and now the amount in your bank account is blocked. What u can do is, you can go to the cbe headquarters, and go to "fraud something department" (I forgot the real name of the department but it's on the 18th floor). Then they will give you details and you go to security audit department, and they will ask you a couple of questions mnamn and if this is your first time, they'll unlick your account (In my case after 9/10 days).
