One of the things that make it's resolution difficult is the instincts leading to group formation (relationship dynamics) for the sake of survival (revise Darwin - a group that come up with better solutions makes it ahead) - and the so called good people usually get oppressed if they willingly let the odd ones step on them and their decisions.
