Hey Guys, I'm just gonna fill dv2022 form, unfortunately, i don't have a passport, and they are strict for such cases unless u fall in these three exemption("stateless, a national of a Communist-controlled country and unable to obtain a passport from the government of the Communist-controlled country, or the beneficiary of an individual waiver approved by the Secretary of Homeland Security"). : My Questions are? 1. What is "the beneficiary of an individual waiver approved by the Secretary of Homeland Security" means? 2. Can someone choose the last option if he born and live in Ethiopia? 3. If not, how on earth are the internet cafes filling the form for peoples who don't even have a passport, or do they just want the penny? : Thanks in advance!
