It's not easy. I would recommend you take an English Proficiency test. You can still apply without taking it but your chances of getting a great scholarship is hard. I suggest you try Italy, they give lots of scholarships(join@ESIA group for more info), and for US and Canada join Fanos. I don't know any groups for Asian country scholarships but they are worth a try as well. You should focus on applying to a few universities at many scholarship giving countries to increase your chances. Ask in the groups and fill the scholarship yourself, agencies don't really help.
