It focuses on Ali (he is handsome and rich). It is very useful to just tell a direct and clear story about Ali and what he has done. But we can also say "Burte was slapped by Ali." Now we are telling the same stupid story but we are focusing on Burte. It is useful for news menamen so they can talk about the victim (she is a kibadam in my opinion). This form is called Passive Voice. The passive voice has an extra superpower though! Sometimes we want to focus on Burte so much that we stop caring about Ali. Therefore we write "Burte was slapped." This form is useful because we can use it if we don't know who the fuck slapped Burte (I think she deserved it).
