As it's mentioned above u can learn the basics and build mini projects but you can't go far......if there is no way u can get a pc and programming is in the marrow of ur bone, lemme suggest smtn....first learn skill other than programming(google what skills u cal learn with ur phone and get jobs).Then u can buy pc.
