There's no point in blaming neither, at least not the women. It's only wishful thinking to imagine a country with no sex-workers or thieves or anything a society considers undesirable - "it is a good thought, but unachievable".
First of all, if those men don't go looking for those women, then there wouldn't have been any need for that line of work - "demand creates supply". Second, it's human sexuality to screw around. Unless we come up with some form of technology, maybe a drug or something that could turn off human sex drive, it's impossible to remove the need for prostitutes. So it's impossible to "create a country with no single woman working as a prostitute".
Things can be improved though, with Education and better employment opportunities, through time. And that is what we should strive to do, rather than attacking the people with no alternatives.
