The 200 birr note has nothing to do with inflation..... there was a 500 birr note in the Emperor Haileselassie regime so I think you got the idea.

Is it an indicator of inflation? Yes, but we are still far from hyperinflation- zimbabwe is the example of hyperinflation(100 trillion notes)
