Glad someone is asking. You can and should read the bills. It basically sanctions individuals involved in the northern war from using their assets in the US and getting services from international financial institutions and witholds and restricts any loans, fund, millitary aids to the involved parties (Ethiopian, Eritrean and Tigrayan gov'ts) until they have agreed to a negotiated settlement. The only projects that the US will be involved will be regarding humanitarian aid(like on diseases like Covid, malaria, etc) and economic projects that help with basic needs. I Say you should read them yourself because our politicians frame it us directed directly against the countries economy while most of it is about them. Anyways read the bills yourself and make your own judgements.
