When you plug it in and if it works but doesn't connect it to file sharing open manage on this PC then devic manager and then it would show you a question mark with your phone name written on it then connect to the internet and try updating it and do all this while you connect your phone to your pc

Change the cable to data cable or use xender app via hotspot to connect to pc .
