E.g when they enter the country their finger prints are taken, when they register the ID the same happens, are these fingerprint databases connected such that any attempt to get an ID will be noticed. Someone may need and ID to register for services that may be beneficial to them if they are ethiopian e.g : reducing tax obligations : upwork requires US/EU/India to submit tax number. Thanks
