God gaves us a free will he doesn't forced us to follow and worship him but he wants us to follow him in our own desire he wants us to understand his love for us. So if we seek his face, he'll reveal himself to us.

Why he would do that

Because the world don't want to be Christian or follower of Christ. they love sin and their lust than God. So for ur question: God is just and he can't left the sinner without judge. But the question is How God be just and at the same time justify the wicked...? The answer is through the sacrifice of His only and pure[without sin and wickedness] son, Jesus Christ. It is great mystery though. It is not only theology or doctrine. It is his hearts desire to save all but we don't want to be saved. read John 3:19-20...
