An atheist eho loves helping people for no reason because God looks ones own heart, and besides bileaving by itself is not enough if it is not supported with disciplinece also

In islam they can both go to heaven or they can both go to hell but there is a condition so if the believer were to repent he would be forgiven and go to heaven and if he doesn't repent he will go to hell and be punished for what he did and after he finishes his punishment he will go to heaven as for the atheist if he either didn't heard anything about the religion or if he knows the religion but he was told false things and that's why he didn't believe he will go to heaven by his action or will be tested on the day of judgement only god knows but if the atheist knew the religion and was ignorant about and denied it he will go to hell for disbelief.

None of them

Strong believer cause s/he could repent but the atheist can't.
