heroku uses git to upload your files, so install git first https://git-scm.com/downloads go to heroku create the app there, onthe dashboard click on deploy and follow the steps. heroku doenst give you storage(so if u have users they cant upload it will start again evry 24hrs(the ones you deploy using the heroku cli dont get deleted), u can use postgres addon for relational db or find otherways
